Rou Hansei (労蕃生)[1][2] is an intermediary for money and goods, such as Touki weapons. He initially resides in Hokui, but decides to move to Houkaku when he suspects someone is spying on him. It is believed that he was also a former student of the prestigious school, the Shoujyuku.
In the city, he is rumoured to be a rebel who plans to attack Shoukou, the praetor of Shisui Prefecture, as well as the new ruler of Kei. Because he is very secretive and isolated from others, the rumours appear to have some truth to them. He avoids drawing attention to himself and spends most of his time at his house, which different men are often see coming and going.
