I guess Shitsudou can be seen as the defiling of the kirin's purity. The kirin is cover in dark blotches which, if you think about it could be representing the corruption of the ruler's heart and, since a kirin can't tolerate impurity, this in turn weakens the kirin to the point of death. It's just a thought.

Well, people are impure because no one's perfect, but the Kirin are fine with that. The rulers aren't supposed to be perfect, they're just supposed to rule justly.
Kirin would want things that are not realistic for a city like no taxes, but a ruler would know that a city needs taxes to run properly.
